Audience:

This webinar is intended for all child welfare professionals, including jurists, court staff, attorneys, CPS and foster care workers, tribes, and private agencies.

Program Description:

This training will provide participants with an overview of federal Title IV-E funding rules and regulations, including required judicial findings and best practices for drafting court orders. The importance of collaboration between the courts, agencies and tribes to maximize federal funding will be highlighted. Additionally, the federal Family First Prevention Services Act (FFPSA) requires new judicial findings to reduce the unnecessary placement of children in residential facilities in favor of more family-like settings. Michigan will implement Qualified Residential Treatment Programs (QRTP) effective April 1, 2021 and this training will discuss the new required procedures for courts and agencies to ensure Title IV-E funding is preserved.

The Child Welfare Services (CWS) department is part of the Michigan State Court Administrative Office (SCAO). CWS provides assistance to circuit court family divisions on child welfare matters, including child protective proceedings, foster care, adoption, termination of parental rights, permanency outcomes, and data collection and analysis. CWS administers the Michigan Court Improvement Program (CIP), the Foster Care Review Board Program (FCRB), and the training program for the Governor’s Task Force on Child Abuse and Neglect. CWS provides numerous multi-disciplinary trainings each year on a variety of child welfare issues.
